This European text establishes new rules to strengthen the reliability of product conformity assessments. Adopted in a context of growing distrust, it concerns all notified bodies that verify the conformity of goods circulating in the EU. The objective is to ensure that issued certificates are credible and uniform.
Following several scandals involving falsified conformity certificates, the European Parliament wanted to strengthen the existing regulatory framework. The regulation aims to harmonize the practices of notified bodies (accredited entities for conformity assessment) and restore consumer and business confidence in the single market.
The regulation will enter into force 20 days after its publication in the Official Journal of the EU. Member States will have 18 months to transpose the provisions into their national law. The European Commission will monitor implementation, with evaluation reports every three years.
Consumers will benefit from better protection through safer and better-controlled products. Businesses will see reduced administrative burdens due to national differences. Notified bodies will need to adapt their procedures but will gain credibility. All economic actors will benefit from a more reliable and transparent market.
