This regulation falls within the framework of the Treaty on the Functioning of the European Union, particularly Articles 207 and 294. The main objective is to ensure better information for the public and national parliaments about the evolution of international trade negotiations conducted by the EU.
Regulation (EU) 2025/1153 enters into force immediately after its adoption. The European Commission is responsible for its implementation, under the control of the European Parliament. The first applications will concern ongoing trade negotiations.
Citizens will benefit from better information about trade agreements that directly concern them. Businesses will be able to anticipate regulatory developments more easily. National parliaments will have more direct access to European positions. Negotiators will have to follow more transparent procedures.
