Background

UN Resolution 2758 (1971) recognised the People's Republic of China (PRC) as the sole legitimate government of all China. Beijing interprets it as excluding Taiwan from any participation in international organisations. The European Parliament considers this interpretation erroneous and that Taiwan has the right to participate in international forums. Moreover, China has multiplied military exercises and incursions in the area around Taiwan, which the EU regards as provocations.

What Parliament decided

The adopted resolution:

  • Recalls that UN Resolution 2758 does not address the status of Taiwan and does not prevent it from participating in international organisations.
  • Condemns Chinese military provocations around Taiwan, notably incursions into Taiwan's air defence identification zone.
  • Supports Taiwan's right to participate in international organisations, including the World Health Organization (WHO) and the International Civil Aviation Organization (ICAO).
  • Calls on the EU and its Member States to strengthen their relations with Taiwan, without recognising Taiwan as a separate state (in line with the One-China policy).
  • Requests China to cease its threats and engage in peaceful dialogue.

Vote result

The resolution was adopted by 432 votes in favour, 60 against and 71 abstentions. This shows broad support among MEPs for a critical stance towards China and solidarity with Taiwan.
