The European Parliament has adopted a text responding to the devastating floods in Central and Eastern Europe in September 2024. This document expresses solidarity with victims and proposes concrete measures to strengthen climate resilience. Based on the Paris Agreement and assessments from the European Environment Agency, the text aims to coordinate responses to natural disasters. Main objectives include strengthening civil protection mechanisms, promoting nature-based solutions, and ensuring adequate funding for the EU Solidarity Fund.
Measures will be implemented progressively with regular assessments from the European Environment Agency. The European Commission is tasked with presenting concrete proposals to strengthen the existing framework. Member States must develop national adaptation strategies by 2025.
Citizens will benefit from improved early warning systems and more efficient emergency responses. Vulnerable communities will receive additional support. Local authorities will have access to European resources and expertise. Regional economies will be protected through financial solidarity mechanisms.
