The European Parliament has adopted a position on a proposed regulation establishing rules for EU citizens' identity documents. The text concerns the collection and storage of biometric data, in the context of increasing importance of digital identity. All EU citizens who hold or will obtain identity cards are affected by these new provisions.
The proposal is based on Article 77 of the Treaty on the Functioning of the European Union and aims to modernize national identity systems. Main objectives include improving document security, ensuring personal data protection, and harmonizing practices among member states in the field of biometric identification.
The regulation will enter into force on the date set by the Council. The European Commission will report on implementation at 2 and 11 years after entry into force, then every 6 years. Competent national authorities will be responsible for implementing measures, under the supervision of data protection authorities.
Citizens will benefit from more secure identity documents and better personal data protection. National authorities will need to modernize their systems, and private companies using the data will be subject to strict rules. Particular attention is paid to respecting the principles of necessity and proportionality in processing biometric data.
