The European Parliament has adopted its position at first reading on a legislative proposal in the field of agriculture and rural development. This ordinary legislative procedure was initiated by the European Commission and has the Council's agreement. The text specifically addresses the agricultural sector and rural communities in the European Union.
The proposal is based on Article 43(2) of the Treaty on the Functioning of the European Union (TFEU). The objectives include modernising the common agricultural policy, supporting European farmers and promoting sustainable development in rural areas, in accordance with the assessments of the European Economic and Social Committee and the Committee of the Regions.
The Parliament's position has been transmitted to the Council and the European Commission, as well as to national parliaments. Given the agreement between Parliament and Council, the Parliament's position corresponds to the final legislative act - Regulation (EU) 2024/3242. The European Commission may re-seize the procedure if it intends to substantially amend its original proposal.
The legislative act will directly affect European farmers, rural communities and agri-food chains. Citizens will benefit from a more modern and sustainable agricultural sector. National and regional authorities will be responsible for implementing the measures at local level, while European institutions will monitor the application of the regulation.
