This text adopted by the European Parliament addresses the need to strengthen EU foreign and security policy in the context of current geopolitical challenges. The document responds to rapid changes in the international arena and growing threats to the rules-based international order. The proposed measures affect all EU citizens and member states.
The text builds on EU treaties and numerous strategic documents, including the Strategic Compass for Security and Defence. Main objectives include strengthening EU defence capabilities, protecting the rules-based international order, and developing strategic partnerships with allies sharing the same values.
Implementation will occur progressively, with reference to the 2030 objectives from the White Paper on European Defence Readiness. National authorities and EU institutions will collaborate on implementing measures, with regular monitoring through Commission and Council reports.
EU citizens will benefit from increased security and protection against external threats.
