The European Parliament has adopted a new regulation extending and adapting gas storage rules to ensure the Union's energy security. This text responds to the need to reduce dependence on Russian gas in the context of the war in Ukraine and targets all citizens and energy operators in the EU.
The regulation is based on EU treaties and amends Regulation (EU) 2017/1938 on gas supply security. The main objectives are ensuring an adequate level of gas storage, reducing price volatility, and accelerating energy independence from Russia.
The provisions enter into force immediately after publication in the EU Official Journal. Competent national authorities will monitor implementation, and the European Commission will oversee compliance with filling targets and may adopt delegated acts in exceptional situations.
Citizens will benefit from increased gas supply security and reduced risk of shortages. Energy operators will have more flexibility in stock management but will remain subject to clear requirements. The measures contribute to stabilizing energy prices and strengthening the resilience of the European energy system.
